Splice a named flow fragment into the session’s flow under a namespace.

Every step id inside the fragment becomes {namespace}/{id}; internal after edges, done(step) guard atoms, and before/require constraints are rewritten to match. Fragment root steps (no after) gain this entry’s after dependencies, attaching the fragment into the outer DAG. Steps outside the fragment reference its steps as {namespace}/{id}.
